In August, 1906, the Commission published a preliminary report, announcing the plan of tax reform, and in December, 1906, made its final report to the Legislature. After the adoption by the Legislature in March, 1909, of Senate constitutional amendment no. 1, the Commission was reorganized. The present report presents data illustrating how, if the amendment had been in force during the year 1909, it would have affected the revenue.
