The Committee on the Programme for Government was set up in November 2006 to consider the priorities for a new Northern Ireland Executive and to make preparations for its restoration. This report give the results and proceedings of a Sub-Group of the Committee, covering policing and justice issues. However, the Subgroup was unable to reach consensus on the matters of ministerial arrangements, appointment procedure, the timing of devolution. The Subgroup did agree that all parties should support the rule of law. Members considered all the matters for devolution as laid out in a Northern Ireland Office discussion paper, and concluded, in principle, that all should be devolved. The parties disagreed regarding the degree to which some presently preserved and excepted matters should be devolved.
