Using the conservation of wave action, the author has studied the interrelationship of the electric field strength and the instantaneous frequency of an electromagnetic wave propagating in a dielectric which varies slowly with position and time. The possibility of wave amplification in such dielectrics is discussed and illustrated with examples. (Modified author abstract).
