His position in the Office of Planning and Research gives him insights into the Jerry Brown administration; his comments of the statewide land-use planning process and the controversy over the proposed Dow Chemical plant in Solano County (1997). He discusses his role as executive director of the California Coastal Commission, 1978-1985, including the declining quality of commission members; budget cuts under Governor George Deukmejian; increasing political pressures from Democratic legislators, offshore oil issues, and federal-state relations.
