Representatives from Burke and Buncombe counties in North Carolina, Carter, Sullivan, Hawkins, and Washington counties in Tennessee, Washington, Lee, Scott and Russell counties in Virginia, and Pike and Floyd counties in Kentucky met in Estillvill, Virginia to discuss proposals for a new road to go through their states. Each state surveyed its territory and reported on possible routes for this road.
