The old concept of Arab national security, which was believed non-existent after the phasing out of nationalist Arab regimes, still survives, and is being renewed today. What are the representations relating to the problem of post-colonial state that had prevailed in the Arab world over the previous decade? In this paper, Abdallah Saaf examines the period from the 1990s to the first decade of the twenty-first century in light of new elements: terrorism, non-violence, urban warfare, human security, and distancing vis-a-vis the Arab-Israeli conflict. Relying as much as possible on the ideas of the actors of the countries concerned, whether in power or not, the author examines the perceptions of the threat and not the threats themselves. It gives insights that allow a better understanding the dynamics and inhibitions and fears and expectations of States and Arab societies today.
