Background: House Resolution 308, adopted by the Illinois House of Representatives on May 25, 2001, directs "each Illinois research college and university to develop a plan that demonstrates the effective transfer of technology from the university to the private sector and submit the plan to the Board of Higher Education, the Department of Commerce and Community Affairs, and the Illinois General Assembly prior to May 1, 2002." The resolution further directs these institutions to "submit a report to the Illinois Board of Higher Education and the Illinois Department of Commerce and Community Affairs, prior to May 1, 2002, on the number of patents recorded, new licenses and registrations of commercial technologies attained, number of start-up companies formed, and number of companies involved in research park incubators ..."
