"The 1995 Regional Land Use Plan for St. Louis introduces a concept of organizing future land use patterns and intensities, referred to as the Service Area concept. Through Service Areas, land use intensities are related to the levels or regional services, including transportation, open space and recreation, and water and sewer services, that can reasonably be provided. The Service Area concept facilities review procedures of the regional clearinghouse and offers a framework for the development of an Areawide Comprehensive Plan. The Plan document describes the plan development methodology, major problems in the St. Louis Area that were addressed, Service Areas and other key features, Plan modification and refinement processes, and options and opportunities offered by the Land Use Plan."--Inside front cover.
