"This document contains the Conclusions of the Committee of Independent Experts concerning the application of the European Social Charter in the Netherlands Antilles and Aruba during the period from 1 January 1984 to 31 December 1985. Owing to the delay with which the report concerning the Netherlands Antilles and Aruba was presented, the Committee was unable to adopt the present conclusions together with those relating to the other States bound by the Charter and to include them in the volume of Conclusions X-1. To avoid expressing an opinion on outdated legal or factual situations, the Committee took into account, as far as possible, developments which had taken place subsequent to the period of reference of the report."
